    The Standing Committee of the Tenth National People’s Congress discussed the proposal, submitted for deliberation by the State Council, on empowering the Hong Kong Special Administrative Region to exercise jurisdiction over the Shenzhen Bay Port Hong Kong Port Area, and at its 24th Meeting, the Standing Committee discussed the draft decision on empowering the Hong Kong Special Administrative Region to exercise jurisdiction over the Shenzhen Bay Port Hong Kong Port Area.

    These Measures are enacted in accordance with the Constitution of the People’s Republic of China, the Basic Law of the Macao Special Administrative Region of the People’s Republic of China an the provisions of the third paragraph of Article 15 of the Election Law of the National People’s Congress and Local People’s Congresses of the People’s Republic of China and in view of the actual conditions of the Macao Special Administrative Region.
