At the invitation of the International Association of Supreme Administrative Jurisdictions (IASAJ) and the Administrative Court of Luxembourg, Wang Zhongming, vice-president of the Supreme People's Court (SPC) of China, led a delegation to Luxembourg from Sept 17 to 20 to attend the IASAJ council meeting and a seminar themed on concepts and perspectives of the rule of law.
IASAJ is an international organization that provides a platform for regular exchanges on administrative adjudication among supreme courts and supreme administrative jurisdictions. It currently has 66 member countries. This year’s meeting was hosted by the Administrative Court of Luxembourg and held at the Court of Justice of the European Union.
Wang delivered a keynote speech at the meeting, introducing China's approach to advancing the rule of law based on its own conditions, carrying forward fine traditional Chinese legal culture and drawing on useful achievements of human legal civilization. He explained how China has enriched and expanded the connotations of the rule of law and related concepts, and highlighted the achievements made in this regard. He also outlined the efforts of Chinese courts to advance judicial reform, including the implementation of the personnel quota system for judges, improvement of the judicial accountability system, and the establishment of the online Q&A platform and case database. Chinese courts have promoted the uniform application of law and extensive use of technology in judicial work, including the prudent and steady application of artificial intelligence to assist adjudication, according to Wang.
On the sidelines of the meeting, Wang also held friendly exchanges with Koen Lenaerts, president of the Court of Justice of the European Union, Francis Delaporte, president of the Administrative Court of Luxembourg, and other participating representatives on topics of mutual interest.
Wang was also invited by the Chinese embassy in Luxembourg to deliver a lecture for embassy officials and representatives of Chinese enterprises in Luxembourg. He introduced the achievements made by Chinese courts in recent years in advancing strict and impartial justice and shared the courts' practice in protecting the legitimate rights and interests of Chinese enterprises and citizens overseas. He also offered suggestions on how enterprises can conduct overseas business operations in accordance with the law.
