Zhang extended a warm welcome to Nguyen. Noting that China and Vietnam are friendly socialist neighbors linked by mountains and rivers, Zhang said the two countries enjoy solid political mutual trust and a profound friendship.
In April, the leaders of the two countries held a meeting and reached important consensus on building a China-Vietnam community with a shared future that carries strategic significance, charting the course for leapfrog development of bilateral relations.
Judicial exchanges and cooperation are an important part of the China-Vietnam community with a shared future, Zhang said, expressing his belief that this visit would deepen and elevate judicial exchanges and cooperation between the two countries, opening a new chapter in friendly relations between the two judiciaries.
Zhang briefed the delegation on China’s rule of law development and the work of its courts, with a focus on adjudication under the leadership of the Communist Party of China (CPC), the adjudication supervision system and the development of digital courts.
He said that the leadership of the CPC is the soul of the socialist rule of law with Chinese characteristics. Under the CPC’s absolute leadership, Chinese courts have actively addressed challenges arising from heavy caseloads, a shortage of judicial personnel, and difficulties in resolving disputes, while strengthening adjudication supervision and management and advancing the development of digital courts, according to Zhang. All these efforts have achieved positive results, he added.
Zhang expressed hope that the two sides would take the meeting as an opportunity to implement the important consensus reached by the leaders of the two countries, draw on each other’s experience in developing the socialist rule of law, and jointly address issues encountered in judicial practice, so as to contribute legal strength to building a China-Vietnam community with a shared future that carries strategic significance.
For his part, Nguyen thanked Zhang for the meeting, describing the talks as cordial, friendly, pragmatic and efficient. He called on the two sides to uphold the principles of “long-term stability, future orientation, good-neighborly friendship and all-round cooperation” and the spirit of being “good neighbors, good friends, good comrades and good partners”.
He expressed hope that the two sides would further implement the consensus on judicial cooperation, enhance exchanges, mutual learning and practical cooperation between their judicial organs, and better benefit the people of both countries.
The delegation also visited the laboratory for digital courts of China’s SPC.
Li Yong, vice-president of China’s SPC; Nguyen Van Tien, vice-president of Vietnam’s Supreme People’s Court; Pham Thanh Binh, Vietnamese ambassador to China; and relevant officials from the two countries’ supreme and local courts and the embassy of Vietnam in China attended the meeting.
