Wang Shumei, standing member of the adjudication committee of the Supreme People's Court (SPC) of China, attended a promotional event for the United Nations Convention on Negotiable Cargo Documents in Chongqing on June 1 and delivered remarks at the opening ceremony.
Wang noted that the development of the convention reflects China's active participation in the formulation of international rules, where Chinese judicial practice laid a solid foundation for its institutional innovation. She said the convention establishes, for the first time at the global level, a legal framework for negotiable cargo documents applicable to both multimodal transport and various forms of unimodal transport, which is expected to significantly promote the diversification and facilitation of trade financing based on transport documents.
She also highlighted the convention's significance as the first international treaty to systematically recognize the legal status of electronic transport documents in the context of cross-border transportation. The convention, she said, is expected to provide stronger legal support for the modernization and digital transformation of global trade.
To promote the effective implementation of the convention, Wang called for broader dissemination of its principles and objectives, greater international consensus and participation, and efforts to encourage more countries to sign and accede to the convention. She also called for the development of practical solutions for document issuance, the transfer of rights, and digital applications, so as to facilitate the secure and efficient circulation of negotiable cargo documents.
Furthermore, she also emphasized the importance of strengthening judicial cooperation through multilateral platforms such as the United Nations Commission on International Trade Law (UNCITRAL), promoting the exchange of cases, and enhancing consistency in the application of adjudication rules.
The event was jointly organized by the Chongqing Municipal People's Government and UNCITRAL. Approximately 300 representatives attended the event, including officials from the Legislative Affairs Commission of the Standing Committee of the National People's Congress, the SPC, the Ministry of Commerce, the Ministry of Transport and the National Railway Administration, representatives of international organizations including UNCITRAL, officials from countries such as Ghana, as well as representatives from enterprises, universities and other Chinese and international institutions.
