The Supreme People's Court, together with the Ministry of Education, the Central Committee of the Communist Youth League of China and the All-China Women's Federation, has jointly issued guidelines on strengthening moral and behavioral guidance for minors.
The guidelines, formulated in accordance with the Law on the Protection of Minors and the Law on the Prevention of Juvenile Delinquency, aim to improve coordination among families, schools and society in supporting the healthy development of young people and prevent behavioral problems and juvenile delinquency at an early stage.
Noting that minors are still developing mentally and are highly receptive to education and guidance, the guidelines emphasize the importance of targeted education and guidance based on issues identified in juvenile delinquency cases.
They call for stronger efforts to enhance legal awareness, foster sound values and healthy behavioral habits, and support the mental well-being of minors, with a view to promoting their healthy growth and preventing unlawful and criminal conduct.
Focusing on potential mental and behavioral risks and challenges that may arise during the growth and development of minors, the guidelines identify 12 areas for education and guidance.
These include strengthening legal awareness and respect for boundaries; cultivating empathy and moral character and fostering respect for rules, and discouraging the pursuit of unearned gains.
Also listed as priority areas are promoting responsible consumption and the virtues of diligence and thrift; encouraging healthy friendships and positive social interactions; addressing unhealthy attitudes associated with the pursuit of attention or status; promoting healthy perspectives on sexuality and stronger self-discipline; and supporting emotional management and mental health.
Improving conflict-resolution skills; preventing internet addiction and encouraging responsible online behavior; and raising awareness of the dangers of drugs and addictive substances are among the targeted areas as well.
The document calls on courts, educational authorities, the Communist Youth League organizations and women's federations at all levels to fully utilize the newly issued guidelines — integrating education, guidance and protection into their daily work.
By making effective use of the guidelines, various concerned departments will work together to safeguard the physical and mental well-being of minors and create a supportive environment for their healthy development.
