On April 23, Jia Yu, president of the Shanghai High People’s Court, delivered a speech on anti-terrorism cooperation at the 20th Meeting of Chief Justices of Supreme Courts of Shanghai Cooperation Organization (SCO) Member States, which was held in Hangzhou, East China’s Zhejiang province.

Jia said terrorism remains a persistent and evolving threat to global security, with rising trends of separatism and extremism further exacerbating the situation. While China has made substantial progress in countering terrorism through a holistic approach to national security, the challenges continue to evolve, according to Jia. He called on SCO member states to deepen practical cooperation grounded in mutual respect and consensus to effectively curb and eliminate terrorism.

Jia called for developing a balanced, effective and sustainable security framework and a comprehensive approach that integrates political, legal, economic and cultural tools to enhance anti-terrorism capabilities. He also stressed the importance of strengthening judicial cooperation in building a multi-layered and wide-reaching security framework.

He concluded by expressing a readiness to work with other SCO member states under the "Shanghai Spirit" to confront shared challenges and contribute to regional and global peace and security.

The session was chaired by Deng Xiuming, vice-president of the Supreme People’s Court of China. Representatives from several SCO member states including Iran, Kyrgyzstan, Russia and Tajikistan also shared their perspectives on the topic.
