Liu Guixiang highlights judicial protection for returned overseas Chinese
From April 8 to 9, a promotion event on advancing cooperation between the judiciary and departments of overseas Chinese affairs took place in Nanning, South China's Guangxi Zhuang autonomous region.
Liu Guixiang, a standing member of the Supreme People's Court (SPC)'s adjudication committee (vice-minister level), addressed the event.
Liu emphasized the vital role of people’s courts in protecting the legitimate rights and interests of returned overseas Chinese, relatives of overseas Chinese nationals residing in China and Chinese nationals living abroad. This work, he said, is part of the broader efforts to support national development, safeguard people's livelihoods, and promote the modernization of China's governance system and capacity.
He noted that judicial protection for the rights and interests of Chinese nationals residing abroad, returned overseas Chinese, and relatives of overseas Chinese nationals residing in China in the new era is a fundamental task for uniting people. He called for high-level planning with a broader vision and effective performance of adjudicatory functions, with a focus on fairness, efficiency, and interdepartmental collaboration in handling overseas Chinese-related cases.
Liu also highlighted the need for thorough research on the challenges faced by overseas Chinese communities in safeguarding their rights. He called for a problem-oriented and demand-driven strategy to address both theoretical and practical difficulties, so as to enhance the quality and effectiveness of judicial protection efforts in this area.
During the event, representatives from the SPC presented interpretations of the litigation-mediation coordination mechanism and the newly released document on strengthening judicial protection for the rights and interests of Chinese nationals residing abroad, returned overseas Chinese, and relatives of overseas Chinese nationals residing in China in the new era. Representatives from high people’s courts of Zhejiang province, Fujian province and Guangxi Zhuang autonomous region as well as federations of returned overseas Chinese at Jiangsu province, Guangxi Zhuang autonomous region and Hainan province attended the event and engaged in discussions.
Cheng Hong, vice-president of the All-China Federation of Returned Overseas Chinese, and Wang Xinfu, a member of the Standing Committee of the Communist Party of China Guangxi Zhuang Autonomous Regional Committee and head of the United Front Department, also spoke at the event.
