Zhang Jun calls for strict implementation of case filing and registration system
Zhang Jun, president of the Supreme People’s Court (SPC), led a research team to the Case-Filing Division on Feb 13, urging that the case filing and registration system be rigorously implemented to promote the resolution of disputes in order to maintain social stability.

Qian Xiaochen, head of the Case-Filing Division, briefed the research team on the latest developments regarding filing and petition work, existing issues and plans for the future at a symposium attended by the team. Zhang further discussed with the attendees about the prominent issues in current case filing and petition work.
"Defusing conflicts and mitigating risks to maintain social stability are the political, legal and judicial responsibilities of the people's courts, which must be prioritized and resolutely executed," Zhang noted.
He emphasized the importance of performing duties with a sense of responsibility, preventing and resolving risks and hidden dangers, and upholding social stability.
Zhang noted the coordination and mediation mechanisms established by the SPC in collaboration with other government departments, saying that such mechanisms fully reflect the advantages of the socialist system with Chinese characteristics.
The SPC has worked with 16 relevant central and State organizations under the mechanisms, which have been effective in resolving disputes and will be further enhanced, according to Zhang.
Zhang highlighted the importance of providing unified, standardized and concise pleading templates, which are conducive to guiding and assisting litigants to clearly state facts and evidence, and explain key points of the claims, thereby facilitating efficient and substantive resolution of disputes.
He stressed the significance of promoting the reform of the case filing and registration system to safeguard people’s right to litigation in accordance with the law, while underlining the need to leverage the existing mechanism for diversified resolution of disputes to address root causes of conflicts.
It is important to bear in mind that "justice is the life and soul of the judiciary," rigorously and fairly adjudicate cases in accordance with the law, and ensure the quality of case handling, Zhang said, urging no compromise on quality for the sake of efficiency in case handling.
