Zhang Jun urges enhancing communication with lawmakers and political advisors

The Supreme People's Court (SPC) held a meeting on April 10 to arrange the work in handling the suggestions made by deputies to the National People's Congress (NPC), the nation's top legislature, as well as the proposals put forward by members of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), the nation's top political advisory body. 

Addressing the meeting, Zhang Jun, president of the SPC, underlined the need to effectively handle the suggestions of NPC deputies and the proposals of CPPCC members, and to enhance communication with them throughout the handling process. 

"The development of whole-process people's democracy needs to be continuously intensified," Zhang said. "Responding to the concerns of NPC deputies and CPPCC members and meeting the expectations of the people are always our ongoing commitment." 

Deng Xiuming, vice-president of the SPC, chaired the meeting, and gave a briefing on the handling of suggestions and proposals in 2023 as well as the planned work for 2024. 

In 2024, the SPC will handle 530 suggestions and proposals, marking a 13 percent increase over the previous year. This increase was seen as a clear reflection of the heightened attention and new expectations and demands from lawmakers and political advisors regarding the work of the court. 

The suggestions and proposals mainly focus on such areas as serving innovation-driven development, strengthening judicial protection for relevant groups, and promoting the high-quality development of the private economy. They will be specifically handled by 27 departments of the SPC. 

Zhang emphasized that effectively handling suggestions and proposals is a political requirement to successfully implement whole-process people's democracy, a concrete manifestation of respecting the principal status of the people, and a statutory duty of courts. 

He underlined the need to accurately understand the people's expectations and concerns from the suggestions and proposals so that the will of the people is reflected in judicial work and their rights are safeguarded. 

Zhang urged consciously regarding the suggestions and proposals as treasure to advance the modernization of judicial work, convert the advantages of the system of the people's congress and the system of socialist consultative democracy into momentum to enhance the effectiveness of national and social governance, and to comprehensively improve the quality and efficiency of judicial work while accepting the supervision of lawmakers and political advisors. 

While handling the suggestions and proposals, Zhang urged strengthening "face-to-face" communication and "shoulder-to-shoulder" research with NPC deputies and CPPCC members, and demonstrating the vivid practice of courts in accepting supervision to improve their work and of practicing whole-process people's democracy.
