Judicial suggestions assist strict law enforcement, impartial justice

Zhang Jun, president of the Supreme People's Court (SPC), spoke highly of judicial suggestions in promoting Chinese courts' strict law enforcement and impartial justice during a symposium with heads of departments and enterprises concerned in judicial suggestions and of units closely related to judicial enforcement work on Jan 30.

The attendees were invited to offer opinions on courts' overall work and the SPC's draft work report to be submitted to the upcoming annual session of the National People's Congress, with a focus on the sound implementation of judicial suggestions.

They fully affirmed the SPC's efforts in conducting comprehensive research before issuing judicial suggestions and following up with implementation. They also gave positive comments on the draft work report, saying it is well-structured and comprehensive. Regarding the part concerning the handling of judicial suggestions in the draft, they offered opinions for improvements, such as using more representative cases, increasing penalties for power abuse, and better litigation-source governance to reduce disputes. 

Zhang thanked them for their suggestions, saying that they will be considered and absorbed into the draft report and the future work plans of courts nationwide.

He urged courts nationwide to further enhance collaboration with administrative organs to resolve disputes at an early stage through judicial suggestions and consultations, to intensify supervision over adjudications, and make joint efforts in building a law-based society. 

The chief justice stressed the importance of "active judiciary" in serving the economy and high-quality development.

With the support from other departments, courts should effectively carry out case adjudication and judgment enforcement, judicial policy-making, and typical case release, in a bid to improve policy supply and promote more regulated operations in related industries, he remarked. 

He also called for better supervision from related departments, enterprises and society to improve the quality and efficacy of courts' work at all levels.

After the symposium, Zhang immediately convened the report's drafting group to study the opinions and suggestions collected from the recent five sessions with different groups, and urged them to revise the report based on the opinions, fully practicing whole-process people's democracy.
