The 2023 Changbai Rule of Law Forum was held on July 20 in Baishan city, Northeast China's Jilin province, with the theme of optimizing the law-based business environment for the private economy in northeastern China. Li Yong, vice-president of the Supreme People's Court (SPC), attended and addressed the event.

Li first conveyed a message from Zhang Jun, president of the SPC, who acknowledged the efforts of courts nationwide in building a law-based business environment for the quality development of the economy. Zhang called for more efforts in the new era in rendering equal protection to all market entities, breaking barriers against fair competition and common development, deepening compliance reform of enterprises involved, and doing a good job in litigation-source governance, in a bid to foster a policy, legal, market and social environment conducive to the healthy development of the private economy.

In his address, Li required courts at all levels in the region to fully implement the central authority's decisions on promoting the development of the private economy, and to strive for justice, efficiency and activism in their judicial work, so as to safeguard the high-quality development of the region.

Hosted by the second Circuit Court under the SPC and organized by the Jilin High People's Court, the forum carried out discussions on such topics as equal judicial protection of market entities, judicial support to relieve private enterprises from predicaments, and ensuring the lawful and compliant operation of private enterprises. Participants included presidents of the high people's courts of Jilin, Liaoning, Heilongjiang provinces and the Inner Mongolia autonomous region, deputies to the 14th National People's Congress, representatives from the SPC's 2nd Circuit Court, the National Development and Reform Commission, and the All-China Federation of Industry and Commerce, as well as scholars from Tsinghua University, the China University of Political Science and Law and Jilin University.
