Zhang urges research and studies in nationwide courts

Courts throughout the country should discover new circumstances and address problems through research and studies, Zhang Jun, president of the Supreme People's Court, said at a conference on March 21.

Chinese courts should enhance their awareness of collecting problems and identify all kinds of problems that arise from their daily work, or submitted by lower-level courts, NPC deputies, CPPCC members and the general public, Zhang noted, saying that real and effective research requires going deep on the front line of trials.

Zhang stressed that the fundamental purpose of research and studies is to solve problems. When talking about the performance appraisal of court staff, he called on courts nationwide to work out a differentiated appraisal approach to motivate the staff through research and studies.

Conducting research and studies should be taken as a long-term commitment and should be carried out while adhering to the mass line and the practical and realistic style of work, Zhang noted.

Efforts should be made to combine research and studies with daily trial work, as well as to take the initiative to perform their duties and propose new methods to address the problem of judicial services failing to keep up with the nation's modernization, Zhang said.

Zhang also encouraged innovation and opposed perfunctory work styles in the courts' research and studies work, saying no additional burden should be imposed on grassroots-level organs in the process.
