SPC vice-president urges continuous study of plea for leniency system

Gao Jinghong, vice-president of the Supreme People's Court (SPC), urged completion of the supporting systems of the plea for leniency system and making the system efficacy into full play at a seminar on Sept 4.

The seminar, jointly held by the Supreme People's Procuratorate and the Institute of Criminal Procedure Law of China, focused on modernization of national governance and the leniency system of confession and punishment.

At the seminar, Gao pointed out that the leniency system is a major reform measure to promote the national governance system and modernization of governance capacity.

The system helps decrease confrontations, saves judicial resources and relieves the parties of litigation exhaustion. It can protect the victims' legitimate rights and interests, meanwhile, it helps the reformation of convicts, in the end resolving social disputes and reducing social risks.

He explained that so far, the system is well-used in courts at various levels nationwide and has been promoting in punishing criminals, implementing criminal policy that combines punishment with leniency and promoting separate settlement of complicated and simple cases.

The system is a result of the development of China's criminal laws, Gao summarized, adding that experience was gained during the experimental period of the system and courts should continue to study the system and improve comprehensive supporting systems to gain its full benefit.
