The Supreme People’s Court issued a recent emergency notice calling for people’s courts at all levels to accelerate trials and enforcement measures, and endeavor to fully fulfill all judicial proceedings in the fourth quarter of the year.
The notice said that 2015 has witnessed a large increase in the number of cases accepted and heard by all courts, a result of progress in the nation’s economic and social transformative development.
It is estimated that by September 30, courts at all levels had accepted 12 million cases, a year-on-year rise of 18.42 percent. Meanwhile, unresolved cases have been accumulating, putting courts under significant pressure to improve all procedures.
The notice called for courts to make a scientific analysis of the current problems, and increase the pace of case resolution through allocating adequate resources wherever they may be needed.
The notice added that towards that goal the reform of the judge responsibility system should be further implemented, and heads of courts should be actively involved at the forefront of court work.
It also urged that to increase efficiency courts should move ahead in directing minor civil and commercial disputes to non-litigation channels such as existing mediation systems.
