Huang Hailong introduces cross-border online litigation, urges deeper judicial cooperation

Huang Hailong, president of the High People's Court of Guangxi Zhuang autonomous region in China, said Chinese courts have boosted their judicial response in the context of regular epidemic prevention and control, and established a one-stop diversified dispute resolution and litigation service system that has the most linked resources, most complete online mediation system, and serves the widest audience in the world, which in turn promotes the building of a community with a shared future for mankind. He made the remarks while delivering a presentation at the third China-ASEAN Justice Forum on July 20.

Huang introduced key measures taken by courts in Guangxi to provide convenient and efficient online services to cross-border litigants. They have established a whole-process online litigation system in which all litigation processes, including case filing, hearing, mediation, preservation, service, entrusted appraisal, appeals and petitions, can be finished online, so that litigants, domestic or foreign, can deal with litigation matters without leaving their homes, according to Huang. 

They have improved foreign-related judicial institutions and mechanisms in order to protect the legitimate rights and interests of Chinese and foreign parties in an efficient and fair manner, established a platform connecting litigation and mediation for foreign-related commercial disputes, and provided one-stop, diversified and whole-process legal services for the implementation of the Regional Comprehensive Economic Partnership (RCEP), he said. They have also strengthened exchanges with judges from ASEAN countries and deepened China-ASEAN judicial exchanges and cooperation, he added.

Dato Seri Paduka Steven Chong, chief justice of the Supreme Court of Negara Brunei Darussalam, I Gusti Agung Sumanatha from Indonesia's Supreme Court, Bounheng Phimmanyvong from the Laos' People's Supreme Court, Tun Tengku Maimun Bintituan Mat, chief justice of the Federal Court of Malaysia, and Vincent Hoong, presiding judge of the State Court of Singapore, delivered presentations on promoting cross-border online litigation to provide judicial assistance for pandemic prevention and control, as well as economic recovery. They expressed the hope to jointly build new online judicial models to provide stronger judicial guarantees for trade and people-to-people exchanges between China and ASEAN countries.
