SPC head confirms goals of NPC resolution

Zhou Qiang, secretary of the leading Party members’ group and president of the Supreme People’s Court (SPC), asked the courts fully implement the resolution made by the third session of the 13th National People’s Congress.

Zhou made the remarks at an enlarged meeting of the leading Party members’group of the SPC held on June 1.

He said the courts should stick to serving the overall interest of government work, adhering to the concept of justice for people, safeguarding the judicial system and fully exercise its functions to provide strong judicial services and guarantees for coordinating the work of COVID-19 prevention and control and economic and social development, winning the battle against poverty and achieving the goal of building a moderately prosperous society in all respects.

The resolution on the work of the SPC made by the third session of the 13th NPC highly recognized the court’s work, agreed on the next stage of work arrangements and at the same time made clear requirements for the top court, said Zhou.

The deputies to the NPC deliberated and discussed various issues, contributing many valuable opinions and suggestions for the SPC which can be used for the reform of courts nationwide..

He added that the courts work should be based on the aim to win the battle against poverty and build a moderately prosperous society in all respects and create a sound legal environment for economic and social development through punishing all kinds of crimes in accordance with the law, creating a stable, fair, transparent and predictable rule of law business environment and strengthening judicial guarantees for people’s livelihoods.

Zhou called on the courts to make good judicial responses in the normalized situation of epidemic prevention and control, ensure stability in employment, financial operations, foreign trade, foreign investment, domestic investment and expectations, and ensure security in employment, basic living needs, operations of market entities, food and energy, stable industrial and supply chains and the normal functioning of primary-level governments.

The courts should fully implemented the civil code, make related judicial interpretations, and strengthen training to improve its judicial capabilities for dealing with civil cases, Zhou said.

He asked the courts to further judicial reform and smart courts construction, strengthen construction of one-stop diversified dispute resolution mechanism and litigant service system, accelerate the modernization of judicial system and capacity.
