Zhou Hongyi, CEO of 360 Security Technology Inc, was selected as a member of the CPPCC National Committee in 2018.

Zhou’s proposal is related to cybersecurity, which is always on his mind.

He said that more governments and businesses are able to tackle and willing to report cyber attacks than before after the China Network Security Law was issued. Supervisory institutions can now get help from other organizations to combat cyber crimes.

However, problems still exist in reporting cyber crimes. Some organizations are intent on hiding the crimes, trying to escape legal obligations.

Zhou’s proposal includes a few suggestions to reduce the problems.

He said that the China Network Security Law needs detailed regulations to stimulate governments and businesses to report cyber attacks. Procedures to report crimes need to be clear and punishment for businesses that hide cyber crimes needs to be heavier than before.

At the same time, governments and businesses should be encouraged to utilize professional cybersecurity services.
