Zhang Jun stresses high-quality adjudication to support strong start to 15th Five-Year Plan
Zhang Jun, president of the Supreme People’s Court and a deputy to the National People’s Congress (NPC), voiced his full support for the government work report and the draft outline of the 15th Five-Year Plan (2026-30) for national economic and social development while joining the delegation of Henan province for a group deliberation at the fourth session of the 14th NPC on March 5.

Zhang noted that over the past year, the Chinese people have pressed ahead with determination in the face of challenges — making steady progress in advancing national development and achieving new results across various fields.
He said the government work report demonstrates a strong sense of responsibility and focuses closely on the key tasks for the first year of the 15th Five-Year Plan period.
The report responds to development needs and public expectations, and reflects a steady and pragmatic approach to advancing policy goals step by step, he added.
According to Zhang, the draft outline of the 15th Five-Year Plan provides a comprehensive and systematic blueprint for the country’s development in the coming five years. It takes into account both domestic and international circumstances and focuses on advancing modernization, setting out clear priorities and arrangements for future work, he noted.
Zhang emphasized that 2026 marks the 105th anniversary of the founding of the Communist Party of China (CPC) and the start of the 15th Five-Year Plan period — making it particularly important for courts to provide strong judicial services and safeguards for high-quality economic and social development.
He urged courts at all levels to fully implement the major decisions and arrangements made at the 20th CPC National Congress and plenary sessions of the 20th CPC Central Committee, and advance the implementation of tasks set out in the draft outline of the 15th Five-Year Plan.
He called on courts to effectively enforce laws and regulations, faithfully perform the duties entrusted by the Constitution and laws, and foster and practice a sound approach to performance evaluations.
Zhang also stressed that courts should uphold strict and impartial justice, ensure proper resolution of disputes, and continue deepening judicial reform to improve the quality and efficiency of adjudication, so as to support a strong start to the 15th Five-Year Plan.
