SPC solicits opinions from non-CPC parties, ACFIC and personages without party affiliation to improve judicial work
On Jan 27, the Supreme People’s Court (SPC) held a symposium with leading officials of the central committees of non-CPC parties and the All-China Federation of Industry and Commerce (ACFIC), as well as representatives of personages without party affiliation. The SPC briefed them on the work of courts in 2025 and the handling of related opinions and suggestions, and solicited their opinions and suggestions on improving judicial services.

At the symposium, participants affirmed the work of courts over the past year, noting the progress in safeguarding fairness and justice, serving economic and social development, and meeting the public’s judicial needs. They noted that courts have consistently upheld the correct political orientation and endeavored to integrate political and legal effect in the handling of every case.
Participants also noted that the SPC has remained open to public opinion, demonstrating its commitment to accepting supervision and practicing whole-process people’s democracy. They acknowledged courts’ efforts to strengthen supervision and internal management, rigorously implement reporting requirements on judicial conduct, advance the building of a disciplined judicial workforce, and ensure equal protection of the lawful rights and interests of private enterprises through the fair adjudication of cases.










The work of courts over the past year is affirmed by Liu Jiaqiang, vice-chairperson of the Central Committee of the Revolutionary Committee of the Chinese Kuomintang; Zhang Daohong, vice-chairperson of the Central Committee of the China Democratic League; Sun Dongsheng, vice-chairperson of the Central Committee of the China National Democratic Construction Association; Gao Youdong, vice-chairperson of the Central Committee of the China Association for Promoting Democracy; Wang Lu, vice-chairperson of the Central Committee of the Chinese Peasants and Workers Democratic Party; Cao Hongming, vice-chairperson of the Central Committee of the China Zhi Gong Party; Liu Zhengkui, vice-chairperson of the Central Committee of the Jiu San Society; Jiang Liping, vice-chairperson and secretary-general of the Central Committee of the Taiwan Democratic Self-Government League; Fang Guanghua, vice-chairperson of the All-China Federation of Industry and Commerce; and Nie Xin, a representative of personages without party affiliation, member of the National Committee of the Chinese People's Political Consultative Conference, and professor at the Tsinghua University School of Law. Based on their research and practical observations, participants put forward 35 opinions and suggestions on further improving judicial work. They suggested issuing judicial interpretations and demonstration cases to properly define the boundaries of data access, algorithm application and data circulation, strengthening the training of foreign-related legal professionals and improving mechanisms for resolving foreign-related disputes, and improving information systems to reduce judges’ workload and enhance judicial management.
They proposed creating platforms for retired judges to better leverage their professional experience, strengthening the system for judicial protection of the environment, and increasing the publicity of typical cases involving enterprises to enhance market entities’ sense of judicial gain. Other suggestions included improving institutional arrangements on property rights protection, market access and information disclosure to support the development of a unified national market, and fully and accurately implementing the judicial accountability system with both appropriate delegation of authority and effective supervision.
In his remarks, Zhang expressed appreciation to the central committees of non-CPC parties, the ACFIC and personages without party affiliation for their pertinent and practical suggestions. He noted that their support, provided through supervision, has helped advance the continued development of the work of courts.
Zhang briefed participants on the key tasks carried out by courts at all levels over the past year. He noted that in the face of a heavy caseload and complex adjudication, courts have actively strengthened early intervention and preventive approaches to resolve disputes, and improved adjudication management in line with judicial principles to enhance quality and efficiency.
He also highlighted efforts to strengthen the supervisory and guiding role of courts at higher levels, promote consistency in adjudication standards, and expand the use of technology to improve the efficiency of judgment enforcement and adjudication management. Courts at all levels have reinforced judicial conduct and professional capacity building, with a view to further improving the overall quality and performance of judicial work, he added.
Noting that 2026 marks the opening year of the 15th Five-Year Plan (2026-30) period, Zhang expressed the hope that the central committees of non-CPC parties, the ACFIC, and personages without party affiliation would continue to support the work of courts, offer constructive and practical suggestions, and work together with courts to provide higher-quality judicial services and safeguards for a sound start to the 15th Five-Year Plan. He urged courts at all levels to further improve mechanisms for consultation and communication, more proactively solicit opinions and suggestions, build consensus, and intensify efforts to deliver justice for the people.

Deng Xiuming, executive vice-president of the SPC, chaired the symposium and briefed participants on the major work of courts in 2025 and the handling of opinions and suggestions. Also attending the meeting were SPC vice-presidents Tao Kaiyuan, Mao Zhonghua, Li Yong, and Wang Zhongming; Sun Zhenping, head of the SPC’s Political Department; SPC Vice-President Gao Xiaoli; Wang Shumei, a standing member of the SPC’s Adjudication Committee, as well as representatives from relevant departments of the United Front Work Department of the CPC Central Committee, the central committees of non-CPC parties, the ACFIC and the SPC.
