He Li, female, Han ethnicity, was born in July 1967 and is a member of the Communist Party of China. She holds a postgraduate diploma and has a PhD of Law degree. She is a standing member of the Supreme People's Court (SPC)'s adjudication committee (vice-minister level), chief judge of the SPC’s First Criminal Division and a justice of the second rank.
