Zhang Jun inspects courts in Liaoning, urges effective dispute resolution

Zhang Jun, president of the Supreme People’s Court (SPC), led a team to Northeast China’s Liaoning province from March 25 to 27 to assess the implementation of the guiding principles from the annual two sessions and inspect adjudication work at local courts.

During their visit to Bayuquan Primary People’s Court in Yingkou, the team held discussions with presidents of six primary courts that are included on the national and provincial level list of courts where work is required on increasing capacity. The discussions focused on addressing existing challenges, particularly in effective leadership, adjudication management, and personnel oversight.

At the Heping Primary People’s Court in Shenyang, the team talked with 15 court presidents, focusing solely on existing issues. They discussed about strengthening dispute resolution, utilizing case database for post-adjudication clarifications, standardizing pre-adjudication preservation measures, and supporting the development of governance centers. Several deputies to the National People’s Congress (NPC) offered valuable insights and recommendations at the meeting.

The team acknowledged the efforts of the Free Trade Zone Tribunal of the Shenyang High-Tech Industrial Development Zone People’s Court in issuing paperwork templates for financial and intellectual property cases, which has improved judicial efficiency and consistency. At the Second Circuit Court of the SPC, the team met with judicial personnel, encouraging them to focus on their core responsibilities and deepen reforms to improve local dispute resolution.

At the High People’s Court of Liaoning Province, NPC deputies and members of the Chinese People’s Political Consultative Conference National Committee acknowledged recent progress in judicial work while offering further recommendations for improvement. Zheng Qing, president of the Liaoning High People’s Court, briefed the team on the court's work. Huo Bugang, secretary of the Political and Legal Affairs Commission of the Communist Party of China Liaoning Provincial Committee, also spoke at the meeting.

Acknowledging the importance of consistent, pragmatic efforts, Zhang outlined three key priorities for improvement in adjudication.

He stressed the importance of strict policy implementation, urging courts to fully implement national directives on supporting high-quality development and ensuring equal legal protection for all business entities. He called for more effective dispute resolution, advocating for balanced sentencing in criminal cases, thorough legal explanations in civil adjudications, and stronger oversight in administrative cases to protect citizens' rights. 

Zhang also highlighted the need for judicial integrity, urging courts to provide considerate litigation services, make rational judgment by taking individual circumstances into account, and enhance public trust through clear post-adjudication explanations. 

During the visit, Zhang also met with leading officials of Liaoning.
