SPC takes proactive steps in handling NPC deputies' suggestions
Over the past year, the Supreme People’s Court (SPC) has taken proactive steps to handle the suggestions made by deputies to the National People’s Congress (NPC) at the second session of the 14th NPC.
The SPC has handled 360 suggestions put forward by NPC deputies at last year’s session. Nine suggestions on promoting the resolution of social conflicts and disputes have been handled under the supervision of the NPC.
The handling of deputies’ suggestions by the people's courts is an important mechanism for upholding and implementing the system of people's congresses and practicing whole-process people's democracy.
The SPC has placed great emphasis on the task, focusing on resolving disputes at their source and finding solutions via diverse approaches within the broader framework of social governance under the leadership of the Communist Party of China.
A special task force, led by SPC President Zhang Jun, was established last year to address these suggestions. This team coordinated efforts across various divisions and administrative offices to conduct on-site research and discussions in multiple provincial-level regions across the country, gathering insights from local Party committees, judicial bodies, grassroots organizations and mediators.
Through extensive research, the task force compiled reports on the effectiveness of the initiative of preventing and resolving social disputes at source, and proposed measures to overcome existing challenges.
In response to the concerns expressed by NPC deputies regarding disputes in the financial sector, particularly those in the realm of online consumption loans, the SPC conducted in-depth research in regions including Hainan province and Chongqing municipality, collaborating with regulatory bodies such as the National Administration of Financial Regulation to develop targeted solutions.
Regarding suggestions on optimizing the resolution of property disputes, the SPC intensified its research efforts and actively supported the Ministry of Housing and Urban-Rural Development in refining property management regulations, offering recommendations on matters including the founding procedures of homeowners' associations, decision-making processes, rules for homeowners’ self-governance, and property service charges in order to address issues of widespread public concern.
NPC deputies’ suggestions serve as a vital means for them to fulfill their duties in accordance with the law, echoing the voices and aspirations of the people.
The SPC has been committed to implementing whole-process people's democracy throughout the entire process of handling lawmakers’ suggestions, ensuring robust mechanisms for engaging with NPC deputies, supporting their statutory duties and accepting their oversight.
Through the proactive handling of key suggestions made by NPC deputies, the SPC is steadfast in its efforts to carry forward the "Fengqiao Experience", a grassroots conflict resolution model.
Leveraging its judicial functions to promote conflict prevention and diverse resolutions, the SPC has effectively translated the advantages of the country's fundamental political system into effective, efficient governance.
