Zhang Jun, president of the Supreme People's Court, gave a lecture to judges on Sept 9 at the opening ceremony for the autumn semester of the National Judges College.

Zhang highlighted the significance of judicial documents in upholding social fairness and justice, saying they, as a key vehicle for judicial responsibility performance and an important form of deepening judicial transparency, matter to people's immediate interests. 

Enhancing interpretation of law is a political responsibility and legal obligation that every judge must fulfill, he added.

Zhang pointed out that for ordinary citizens, going to court is not just to seek an outcome of a judgment, but also to gain a well-founded, comprehensible and convincing "answer". 

He stressed that the people's courts must enhance their political responsibilities, improve their ability to interpret laws, and intensify their efforts to allow the people to feel the fairness and justice in every judicial case.

He said that judicial documents should "present facts and reasons logically", applying legal interpretation throughout the process of evidence identification, finding of fact and application of law. 

Zhang emphasized that interpretation of law in judicial documents is not only aimed at convincing the parties involved and gaining public and social recognition, but also at voluntarily accepting supervision, regulating the exercise of power, and implementing the requirements of judicial transparency and accountability.

He called for more efforts in strengthening political ability, beefing up courtroom management skills, strengthening the review of judgment documents, fully utilizing the guiding role of typical cases, and enhancing professional training on new laws, judicial interpretations and guiding cases.

As September 10 marked the 40th Teachers' Day in China, Zhang extended warm wishes to the faculty members of the college as well as those working as trainers and educators in the people's courts nationwide.
