The Supreme People's Court (SPC) held the sixth lecture of its judges forum on Aug 30, with discussions focused on using the intranet-based Q&A platform, Fa Da Wang, to support judicial work.

Zhang Jun, president of the SPC, attended the lecture and engaged in discussions with experts, scholars, frontline judges and prosecutors. He urged the leveraging of the platform to enhance people’s sense that justice is being administered in a fair manner. 

Fa Da Wang (or Legal Q&A Network) is an information sharing platform established by the SPC, where judicial staff nationwide can seek professional advice in terms of law application, judicial policies and case handling procedures. It is seen as an important measure to strengthen judicial capacity building, promote accurate and uniform application of the law, and enhance quality and efficiency of case handling.

Addressing the lecture, Zhang pointed out that the development of such a platform fully embodies a problem-solving approach. By addressing the issue of law application, it promotes unified judicial standards, effectively enhancing the abilities of judges in performing their functions, especially those at the grassroots level, and allows the public to have a tangible sense that justice is being administered in a fair manner, he said. 

Zhou Guangquan, a member of the Standing Committee of the 14th National People's Congress and the dean of the Law School of Tsinghua University; and Wang Yong, deputy prosecutor general of the Suzhou People's Procuratorate in East China’s Jiangsu province, deliver speeches at the lecture, providing suggestions and opinions on further improving and utilizing the intranet-based platform. He urged further improvements to and greater utilization of the platform, emphasizing the need to apply the information shared on the platform more precisely to case handling and legal interpretations, and to provide clear points of view and rational explanations to controversial questions.

The platform should be fully utilized by heads of tribunals and courts in their case review work, and by higher-level courts in their guidance to lower-level courts, so that standardized legal application and adjudication efficiency can be enhanced, he added.

Efforts should be made to enhance the development and operation of, as well as services available on the platform, Zhang said, adding that the structure should be more scientifically designed and user-friendly, while the content and functions should be further enriched and strengthened.
