Zhang Jun vows better judiciary to support realization of development goals

Chinese courts should further serve the overall interests of the country, deliver justice for the people, adhere to active judiciary, and advance the implementation of the tasks proposed in this year's Government Work Report through high-quality and efficient adjudication work. 

Zhang Jun, president of the Supreme People's Court, delivered those remarks during a deliberation with deputies from the delegation of Henan province at the second session of the 14th National People's Congress in Beijing on March 5. 

"This year marks the 75th anniversary of the founding of the People's Republic of China, and it is also a crucial year for achieving the goals and tasks of the 14th Five-Year Plan (2021-25). We are confident and convinced that the nation is bound to realize this year's economic and social development goals under the strong leadership of the Communist Party of China Central Committee," he noted.

Chinese courts should assist in "accelerating the achievement of high-level scientific and technological self-reliance and self-improvement," Zhang said.

Courts should tap judicial roles in criminal, civil, and administrative matters to strengthen the protection of intellectual property rights, encourage innovation, and punish infringement and violations, to create a legal environment that caters to innovation and entrepreneurship, according to Zhang.

Efforts should be made to intensify the judicial protection of consumer rights, properly adjudicate disputes in the consumption field, clarify behavioral rules, and help optimize the consumption environment through good judicial services, he said.

All courts should play an active part in stimulating the vitality of various business entities, he noted, saying that measures should be taken in the compliance supervision of enterprises involved in criminal cases for their sustainable development.

He also called on courts to support private companies’ anti-corruption efforts to ensure the equal protection of all market entities.

In his speech, courts are also urged to fulfill their regulatory responsibilities and help maintain a market order ensuring fair competition. He also called for harsher punishments for illegal activities such as financial fraud, fraudulent issuance, market manipulation in the capital market, to contribute to the building of a unified national market.

Chinese courts should carefully analyze the reasons behind the high incidence of similar cases and work with competent authorities to improve public security governance by issuing judicial suggestions, Zhang stated.

They should carry forward the "Fengqiao experience" in the new era, strengthen litigation-source governance, and make greater efforts in preventing disputes, to promote the prevention and resolution of conflicts and disputes at the source, he added.
