Zhang Jun calls for more cooperation between Chinese and Vietnamese courts

A seminar for courts of provinces in the China-Vietnam border areas was held in Nanning, South China's Guangxi Zhuang autonomous region, on June 30.  President of the Supreme People's Court (SPC) of China Zhang Jun, President of the Supreme People's Court of Vietnam Nguyen Hoa Binh, and Secretary of the Communist Party of China's Guangxi Zhuang Autonomous Region Committee Liu Ning attended and addressed the opening ceremony.

Zhang, also chief justice of China's SPC, said that this year marks the 15th anniversary of the establishment of the comprehensive strategic partnership of cooperation between China and Vietnam. In recent years, the two countries have consolidated political mutual trust, strengthened unity and cooperation, and promoted the long-term, healthy and steady development of bilateral ties, he said. This seminar has major and far-reaching significance for deepening communication and cooperation between the two countries in the judicial field, enhancing mutual understanding in the judicial sectors, and serving the building of a strategically significant China-Vietnam community with a shared future, he said.

Noting that judicial cooperation is a key area of cooperation between the two countries, Zhang made three proposals on reinforcing the existing cooperation mechanism between the judicial organs of the two countries and improving cooperation efficacy: upholding the spirit of win-win cooperation by carrying out candid communication and thorough consultations to promote the alignment of judicial policies, regulations and standards; deepening judicial exchanges and mutual learning; and striving for more tangible cooperation results to contribute judicial strength to the development and stability of both countries and the improvement of their people's well-being.

Binh, also a member of the Political Bureau of the Communist Party of Vietnam Central Committee, acknowledged the two parties' friendship and cooperation which have greatly benefited the people of both countries. He noted that as bilateral economic, trade and cultural exchanges increase, such issues as cross-border trade disputes and transnational crimes have started to emerge, requiring collaboration and joint resolution between the judicial authorities of both countries. He expressed his hope that through the seminar, bilateral judicial assistance treaties could be further implemented and bilateral cooperation on preventing and resolving cross-border disputes and cracking down on transnational crimes could be deepened.

Liu said that this seminar is an active implementation of the China-proposed Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative. It is expected to deepen judicial exchanges and cooperation between China and Vietnam and is bound to contribute to the China-Vietnam comprehensive strategic partnership of cooperation in the new era, he added. He said that Guangxi is ready to work with the border provinces and judicial sectors of Vietnam to jointly implement the key consensus reached between the two heads of state as well as the outcomes of this seminar. The region will fully leverage the role of such platforms as the Nanning International Commercial Court in the China-ASEAN free trade zone to deepen regional judicial cooperation, in a bid to support the building of a closer China-Vietnam community with a shared future with the rule of law, he said.
