He Xiaorong, male, Han ethnicity, was born in November 1963 and is a member of the Communist Party of China (CPC). He holds a postgraduate diploma and has an SJD (Doctor of Juridical Science) degree. He is Vice-president and member of the Leading Party Members' Group of the Supreme People's Court (SPC), a member of the SPC's judicial committee, the Presiding justice and secretary of the leading Party members' sub-group of the Fourth Circuit Court of the SPC, and a Grand Justice of the second rank.
