Zhou Qiang, male, Han ethnicity, was born in April 1960 in Huangmei county, Hubei province. He began his first job in August 1976 and joined the Communist Party of China (CPC) in September 1978. He studied civil law at the Southwest University of Political Science and Law. He holds a postgraduate diploma and has an LLM (Master of Laws) degree.

He is a member of the 20th CPC Central Committee, Secretary of the Leading Party Members' Group, President and Chief Justice of the Supreme People's Court (SPC), and a member of the SPC's judicial committee.

1976-1978, did farming work as an educated youth in the Dushan commune in Huangmei county, Hubei province.

1978-1982, studied at the Law Department, Southwest University of Political Science and Law (SUPSL).

1982-1985, studied civil law at the graduate school of the SUPSL as a postgraduate.

1985-1989, worked as a principle staff member in the policy research division, and laws and regulations division of the Ministry of Justice (MOJ).

1989-1991, worked as deputy director of the laws and regulations division in the regulation department of the MOJ.

1991-1993, worked as director of the laws and regulations division in the regulation department of the MOJ (March through September, 1993, he temporarily served as assistant director of the Justice Bureau in Shenzhen, Guangdong province).

1993-1995, worked as Deputy Director of the General Office, Director of the Minister's Office at the MOJ.

1995, worked as Director-General of the Department of Legal Affairs at the MOJ.

1995-1997, worked as Secretary of the Secretariat of the Central Committee of the Communist Youth League (September 1995 through July 1996, he received one-school-year of advanced studies for young and middle-aged cadres at the Party School of the CPC Central Committee).

1997-1998, worked as Executive Secretary of the Secretariat of the Central Committee of the Communist Youth League.

1998-2006, worked as First Secretary of the Secretariat of the Central Committee of the Communist Youth League (November 2005 through January 2006, he received advanced studies at the Party School of the CPC Central Committee on economic system reform).

2006, worked as Deputy Secretary of the CPC Hunan Provincial Committee and served as acting Governor of Hunan province, First Secretary of the Secretariat of the Central Committee of the Communist Youth League.

2006-2007, worked as Deputy Secretary of the CPC Hunan Provincial Committee and acting Governor of Hunan province.

2007-2010, worked as Deputy Secretary of the CPC Hunan Provincial Committee and Governor of Hunan province.

2010, worked as Secretary of the CPC Hunan Provincial Committee.

2010-2013, worked as Secretary of the CPC Hunan Provincial Committee and Chairman of the Standing Committee of the Hunan Provincial People's Congress.

2013 - now, currently working as President, Secretary of the Leading Party Members' Group of the SPC, and a member of the SPC's judicial committee.

He was a delegate to the 16th, 17th, 18th, 19th and 20th CPC National Congress, a member of the 16th, 17th, 18th and 19th CPC Central Committee and a member of the Standing Committee of the 9th National People's Congress. He is currently a member of the 20th CPC Central Committee.
