SPC releases new typical examples on grassroots social governance

The Supreme People's Court (SPC) recently released a new set of typical examples showcasing contributions of the people's courts to grassroots social governance, so as to further develop the experience of Fengqiao town in Zhejiang province and enhance  the engagement of the people's courts in solving disputes. 

A group of courts nationwide have explored modernizing the grassroots governance system and capacity, and their pioneering experience and practices have been compiled as typical examples in four categories: integrating into grassroots governance system, modernizing rural governance, supporting the new-type urbanization, and inheriting judicial culture from the revolutionary era. 

Integrating into grassroots governance system

The Baiyangdian tribunal, under the Anxin court in Hebei province, developed an on-deck tribunal model to help solve disputes locally and in a timely manner. 

A court in Zhaoyuan, Heilongjiang province, combined its work with joint mediation and a judicial service grid system; and a court in Yixing, Jiangsu province, innovated its "judge + workstation" platform to ensure balanced service coverage at grassroots level. 

In Zhejiang, the high people's court launched online courts with the support of its "Provincial Digital Court" reform. The Anhui Provincial High People's Court helped improve grassroots social governance through promoting revolutionary history, the rule of law, traditional Chinese culture, and innovation. 

Modernizing rural governance

The Xiwengzhuang tribunal in Beijing's Miyun district has launched a mechanism that features the prevention of and crackdown on illegal acts, as well as the protection and restoration of water resources, in a bid to ensure the high-quality growth of water resource areas. 

A court in Tonghua, Jilin province, inherited the "mass line" judicial-mediation practice, namely "Ma Xiwu style" of the Shaanxi-Gansu-Ningxia Border Region High Court during the War of Resistance against Japanese Aggression (1931-45), to bring justice to the mountainous villages. 

Judges from a tribunal of Taining county, Fujian province, provided judicial services, such as circuit trial, mediation, and law popularization, to local scenic areas, forest areas, reservoir areas and farm lands. 

Supporting the new-type urbanization

A pilot tribunal in Tianjin's Xiqing district centered on improving its services in new forms of business with diversified measures to facilitate local urbanization. 

In Chongqing, a tribunal in Shapingba district integrated its services with tea houses, a signature of local carefree culture, to settle disputes involving land acquisition and demolition and to better popularize laws. 

The tribunal in Luzhou Baijiu Industrial Park, Sichuan province, served as a bridge between the court and baijiu (alcohol) manufacturers and improved the integration of functions of the court, town, sub-districts, and the grid service system. 

Inheriting judicial culture from the revolutionary era

The Ganzhou Intermediate People's Court, Jiangxi province, explored a new mode featuring "revolutionary culture plus social governance" based on the "Xunwu experience", which enables rural residents to have easier access to judicial services. 

A tribunal in Ningxiang, Hunan province, built a social governance system consisting of "innovation plus litigation source governance", "sci-tech plus judicial convenience" and "courts plus dispute mediation centers". 

The court in Toutunhe, Xinjiang Uygur autonomous region, improved its Party organizations' cohesion by promoting the patriotic spirit of the Bayi Iron and Steel Corp, and helped local residents solve problems and improve their livelihoods. 

According to the SPC, more details about these typical examples will be unveiled successively in batches.
