People’s jury system makes strides over last decade
On Oct 11, the Supreme People's Court (SPC) held a press conference on the achievements of the people's jury system in the past decade. Ma Shizhong, director of the SPC's Political Department, attended the event and took questions from the media.
Ma briefed the development of the people's jury system in China, which has seen great improvement in mechanisms for selection of jurors, their participation in trials and duty performance.
According to statistics, as of July 2022, China had more than 332,000 people's jurors nationwide, nearly three times more than that of 2013. Since the enactment of the people's jurors law, and by the end of September 2022, people's jurors had participated in trials of more than 2.15 million criminal cases, 8.79 million civil cases and 780,000 administrative cases; among them, over 23,000 cases involving public interest and of significant social impact were concluded by seven-member collegial panels composed of people's jurors.
To fully showcase the achievements of the reform of the people's jury system, the SPC compiled a report named the "Chinese practice on the people's jury system". The 21,000-word report summarized key measures and scores based on case studies of jurors' work, which reflected the advantages of the people's jury system with Chinese characteristics.
Ten typical cases with jurors' participation were also released at the press conference, which included 3 criminal cases, 4 civil cases and 3 administrative cases. This was also the first time that the SPC has released specific typical cases involving people's jurors.
