Zhou Qiang reiterates judicial support for Jilin’s vitalization
Zhou Qiang, president of the Supreme People's Court (SPC), reiterated that the court will provide strong judicial support for the all-round vitalization of Northeast China's Jilin province during his visit to the province from June 28 to 30.

Lishu county in Jilin province is a major agricultural base of the country. The county’s court attaches great importance to the protection of black soil by establishing a mediation workshop to settle agriculture-related disputes and promoting the rule of law via short videos. Zhou acknowledged their work and stressed fully implementing the Law on the Protection of Black Soil to safeguard food security and serve local rural vitalization.
Courts in the city of Siping have focused on the construction of the one-stop diversified dispute resolution and litigation service system in order to offer efficient and convenient judicial services for the people. While visiting the local intermediate and district people’s courts, Zhou urged judicial teams to focus on the most pressing difficulties and problems that are of great concern to the people and aim for substantial and efficient resolution of disputes.
Zhou also visited the IP court, the internet tribunal, a smart court lab and a data backup center in Changchun. He called for more efforts to strengthen intellectual property protection over emerging industries, key core technologies and new plant varieties to achieve high-level scientific and technological self-reliance, to explore new models to enhance internet judicial capacity, and to vigorously strengthen technical research to boost the application of artificial intelligence and the integration of judicial big data resources.
Zhou visited a local community administration center and a community dispute mediation and resolution center where judicial staff are stationed as part of their efforts for litigation source governance. He stressed the importance of connectivity between people’s courts and communities, calling for solving disputes at the source.
During his visit, Zhou also heard a work report from the president of the Jilin High People’s Court. He fully acknowledged the achievements made by Jilin’s courts in trial and execution, judicial reform and smart court construction and team building. He stressed the absolute leadership of the Party in judicial work and called for thorough research on the people’s needs and serving the coordination of epidemic prevention and control and socioeconomic development. Judicial reform and information development in the judicial area should be intensified, and a zero-tolerance approach should be taken in the fight against judicial corruption, he said.
