SPC head stresses stronger judicial services and guarantees in battle against poverty

Zhou Qiang, president of the Supreme People's Court, inspected courts in Central China's Henan province from Oct 15 to 17.

Zhou stressed during the inspection that courts should ensure their work of serving the overall situation, administrating justice for the people and maintaining judicial fairness. They should fully carry out their judicial functions to provide stronger judicial services and guarantees for a complete victory in the battle against poverty and to promote reform and opening-up from a higher starting point.

Zhou inspected Ningling and Suixian counties which are targets of the SPC's poverty alleviation task. The SPC has made efforts according to the local conditions, focused on work efficiency and explored a model of using its judicial function to advance local poverty alleviation.

With the support of the SPC, the two counties highly strengthened the rule of law and by applying law-based measure to get rid of poverty and achieve rural revitalization.

Based on local situation, they actively developed e-commerce and introduced special industries and projects so that the two counties were able to shed poverty by the end of last year, two years ahead of schedule.

Zhou was delighted to hear about the achievements and said that justice for the people is never-ending, and serving rural revitalization and improving governance at the grassroots level are long-lasting tasks that need perseverance.

Courts should further summarize experience and continuously improve long-term mechanisms based on their judicial functions to make rural areas with thriving businesses, pleasant living environments, social etiquette and civility, effective governance and prosperity. Zhou met with the SPC officials responsible for local poverty alleviation work. He praised their diligent and fruitful efforts and encouraged them to improve their capability and make more contributions to rural prosperity.

The SPC head also inspected the court of Jinming district in Kaifeng city to study its work on litigation services, trials and law enforcement. He fully affirmed the court's achievements on building a one-stop diversified dispute resolution mechanism and required it to keep applying its experience and using the advantages of the socialist judicial system to provide more premium and efficient services.

A symposium was held in the intermediate people's court of Kaifeng, where Zhou listened to the work report of the court and the high people's court of Henan. He heard opinions and suggestions from several deputies to the National People's Congress and members of the National Committee of the Chinese People's Political Consultative Conference who attended the meeting.

Zhou appreciated the NPC deputies' and CPPCC members' supervisions and support of the courts and stressed that courts should strengthen analysis, research and their judgments to respond in a timely way to the public's concerns in the context of regular epidemic prevention and control. They should improve their judicial responses to provide targeted judicial services for ensuring stability on six fronts and security in six areas, and remain legislative, kind and civilized when carrying out judgment enforcement. Finally, courts should support businesses in getting out of difficulties and prevent them from falling into a vicious circle of debt.
