SPC vice-president urges continuous promotion of civil litigation procedural reform

Li Shaoping, vice-president of the Supreme People's Court, urged continuous and coordinated progress in the reform of separation between complicated cases and simple ones under civil procedures at the first joint conference on the reform's pilot program held on July 16.

Li said that courts nationwide with the pilot program has made phased progress on coordinating the pilot work and COVID-19 prevention and control and created a framework for the reform.

In the next stage, the SPC should further improve its guidance for the reform, quickly resolve related confusions, correcting deviations, improve supportive work and ensure prominent areas and problems are safely resolvable, said Li.

The pilot courts should improve the separation mechanism of civil litigation cases, personnel allocation, evaluation indicators, online hearing platform and related judicial supervision and management mechanism to enhance the trial quality and effectiveness and judicial credibility.

The members of the joint conference should regard the conference as a regular mechanism to analyze and tackle systemic and comprehensive problems, strengthen investigations and research to learn the situation of pilots and formulate supportive documents to fix prominent problems, enhance supervisory management to commend advanced personnel and encourage all others, and summarize and publicize the pilot courts' good practices and experience.
