Jiangsu High People's Court President Xia Daohu shares innovative measures to break judgement enforcement difficulties

“With unprecedented intensity, unconventional measures and the provincial court-wide efforts, we combated difficulties, managed through strained circumstances, and has completed the goal of ‘substantially solving the judgement enforcement difficulties’, which presented an ‘excellent answer sheet' to the Party and the people”, said Xia Daohu.
Xia, a deputy to the National People's Congress and president of Jiangsu High People's Court, made the remarks when he received an interview on "Justices' Talks", a program hosted by the Supreme People's Court and chinacourt.org during the national two sessions on March 10.
According to Xia, from 2016 to 2018, the courts across the province closed and enforced a total of 1.495,million cases, and the sum of money being enforced in place of the closed cases amounts to 248.3 billion yuan ($37 billion), wherein during 2018, the cases closed were 614,200, up 23.24 percent year-on-year, and the sum being enforced in place is 124.7 billion yuan. By the end of last year, all intermediate and grass-roots courts across the province met the core goals on enforcement set by the supreme court.
During the interview, Xia briefed on eight aspects of “Jiangsu experience”. First, to construct and form an atmosphere for comprehensive management the difficulties in enforcement; second, to constantly advance the information construction; third, to strengthen the punishment by enforcement credit, and optimize the social credit system; fourth, to explore innovative enforcement practices, and carry out “across-media network live cast”; fifth, to use coercive measures, and promote “normalized centralized enforcement”; sixth, to comprehensively promote Internet judicial auction, and elevate the effects of property disposal; seventh, to advance the “enforcement to breakdown” work on those zombie companies; eighth, to follow through the enforcement right operation using embedded supervision, and construct the mechanism “no corruption in enforcement”.
Xia added that in 2019, Jiangsu courts would consolidate and promote the achievements and experience gained in recent three years, and would by all means promote “three transformations”: transforming the goal of task from "substantially solving the difficulties in enforcement" to "practically solving the difficulties in enforcement"; the periodical efforts to sustained ones; and the focus of work from concentrating all strengths to solve the prominent problems to establishing a healthy and long-term mechanism.
