World Enforcement Conference closes in Shanghai

The World Enforcement Conference closed on Jan 22 in Shanghai after adopting the Shanghai Declaration.

The declaration was made by 92 attendees from 29 countries and two international organizations with the goal of deepening judicial exchange and cooperation among enforcement bodies while abiding by the separate laws of the respective countries.

The declaration mentions that China's courts have made innovations and reforms in enforcement, which improves enforcement efficiency, protects the parties' rights and interests and promotes the construction of the credit system.

Efficient enforcement not only guarantees protection of the parties' rights, but also raises the public's awareness of the need for honesty and improves the business climate, according to the declaration.

The declaration also suggests launch of an online secretariat to increase exchange and cooperation in enforcement.

At the closing ceremony, Zhou Qiang, president and chief justice of the Supreme People's Court (SPC), said the SPC is willing to work with all attending countries and organizations to promote enforcement.

He pointed out that to meet the growing judicial demands of the parties’, enforcement bodies must deepen structural reform and make full use of advanced technologies to provide higher quality and more efficient enforcement.

As international trade volume increases the number of civil and commercial disputes involving multiple countries and regions grows, which calls for deepening global enforcement cooperation.

Dmitrii Aristov, director of the Federal Bailiffs' Service and chief bailiff of the Russian Federation, said attendees had shared enforcement problems in their countries and exchanged views on resolving the problems, which promoted international relationships and would increase respect for national laws.
