Marat Aitenov, deputy CEO and chief legal officer of the Astana International Financial Center Authority (AIFC) of the Republic of Kazakhstan, delivers a speech on Kazakstan's credit system as well as the functions and targets of the AIFC, at a seminar themed on "Mutual Promotion of Enforcement and Credit System Construction" at the World Enforcement Conference on Jan 22. He explained that there is no credit system in Kazastan. Enforcement officers have the right to seize property of the debtors and revoke their licenses in accordance with court judgments. In terms of the AIFC, he said that an international mediation center has been established within the center to solve business disputes and make it easier for participants to obtain judicial assistance. Meng Xiang, senior judge and director-general of the Enforcement Department of the Supreme People's Court of the People's Republic of China, shares China's experience in enforcement and the construction of a credit system at a seminar themed on "Mutual Promotion of Enforcement and Credit System Construction" at the World Enforcement Conference on Jan 22. He briefly introduced laws and regulations for punishing defaulters, and explained methods of joint punishment conducted by various departments and their effectiveness. Finally, he said that more detailed laws and regulations of joint punishment will be made to guarantee normalized punishment. Sonekeo Inthilard, deputy head of the Judgment Enforcement Office of the Department of Justice of the Ministry of Justice of the Lao People's Democratic Republic, introduces the development of enforcement of judgments and challenges faced by enforcement agencies in Laos at a seminar themed on "Mutual Promotion of Enforcement and Credit System Construction" at the World Enforcement Conference on Jan 22. According to him, courts were in charge of both judgments and enforcement from 1989 to 2000 in his country. Since 2008, the enforcement work has been assigned to the Ministry of Justice. He said in many cases, debtors file an appeal which makes the enforcement period longer. He looked forward to gaining some insight into solving this problem through this conference.
