Pilot SPC First Circuit Court fruitful
The First Circuit Court of the Supreme People’s Court (SPC) has made remarkable achievements in judicial work since its foundation three years ago.
The court, based in Shenzhen of South China’s Guangdong province, made the rounds to handle more than 200 major administrative, civil and commercial cases in Guangdong, Guangxi Zhuang autonomous region, Hunan and Hainan provinces since the foundation of the court.
To dissolve disputes on the spot, the court focused on law, litigation and petition-related work right from its beginning.
As of December 2017, the First Circuit Court had accepted 32,545 visits for petition, held 14,087 discussions with petitioners and persuaded 18,458 others to abandon their disputes. It had also handled 8,160 complaints by correspondence.
Concerning new technological applications, Zhang Xiaoqing, deputy to the National People’s Congress, the country's top legislature, pointed out that the court’s long-distance video reception room helped provide fast and convenient judicial services for petitioners.
The court introduced a new corrected trial operation system and implemented a presiding judge and collegiate bench case-handling system.
To solve problems arising from the large increase in the number and range of administrative cases, the court worked to elaborate different operation instructions for complicated and simple matters.
And based on the new trial conditions, the court also increased the frequency of presiding judge conferences, and revised and improved the meeting system.
Wang Yaxin, professor of law at Tsinghua University, said that the SPC circuit court has helped to ensure that the law is applied equally in circuit regions and preserved judicial independence to achieve unprecedented results.
