The building previously served as the former Supreme Court of Hong Kong, and has become the site for the Court of Final Appeal after renovation. The ceremony was also attended by HKSAR Chief Executive Leung Chun-ying, and Zhang Xiaoming, director of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region.

Zhou visited the building in the company of Geoffrey Ma, Chief Justice of the Hong Kong Court of Final Appeal, with whom he conferred. Zhou said the opening ceremony fully demonstrated that the Central Government attached great importance to the core value of Hong Kong’s judiciary system. The SPC will further support the enhancement of exchanges between mainland and HK courts, and push ahead judicial aid between the two sides.

Zhou also met with Leung Chun-yin, CE of HKSAR, and assured him that the SPC fully supports the development of Hong Kong’s legal service sector, and will help facilitate Hong Kong’s participation in the mainland’s Belt and Road Initiative.
