He Jianzhong: Help courts resolve understaffing

As a grassroots deputy to the National People's Congress (NPC), He Jianzhong has actively participated in local comprehensive governance and explored innovative measures for people’s interests while serving with the judicial police force.

In January 2020, after being invited to become a people's mediator in the People's Court of Taixing in Jiangsu province, he joined the Taixing Non-litigation Service Center in the court with 12 other mediators to carry out pre-litigation mediation work, focusing on resolving disputes affecting people's livelihoods in order to increase their satisfaction and sense of gain.

Since the outbreak of COVID-19 starting around the Spring Festival, He led the mediators to carry out pre-litigation mediation through such channels as a hotline, WeChat, and a radio-based integrated platform. As of April, the mediators had successfully resolved 335 disputes of various types. By doing so, they managed to resolve a large number of disputes before litigation, greatly reducing the litigation costs for people as well as the work pressure on frontline judges. It was an effective solution to the courts’ understaffing problem.
