Zhang Jun reinforces commitment to incorporating opinions of NPC deputies into judicial practice
On March 9 and 10, Zhang Jun, president of the Supreme People’s Court (SPC) and a deputy to the National People’s Congress (NPC), attended the deliberation of the work reports of the SPC and the Supreme People’s Procuratorate (SPP) with the Henan delegation, and listened to the opinions of deputies from the Guangdong and Beijing delegations on the SPC’s work report during the fourth session of the 14th NPC.

Zhang emphasized that the SPP’s work report reflects a people-centered approach and a steadfast commitment to upholding justice and the rule of law. Over the past year, procuratorial organs have upheld a holistic approach to national security, advanced the Peaceful China initiative, fully and accurately applied new development principles, supported high-quality development, prioritized public wellbeing, and safeguarded people’s lawful rights and interests, according to Zhang. They have strengthened procuratorial supervision, promoted fairness and justice, and enhanced accountability, ensuring that procuratorial powers are practiced lawfully, he said. Efforts have also been made to build a highly capable and professional workforce of prosecutors, achieving notable results across all areas of work, he added.
Zhang noted that procuratorial organs have fully exercised their legal supervision functions, overseen and supported courts in consistently delivering strict and impartial justice, jointly maintaining social fairness and justice. He said courts would refine the division of responsibilities, and enhance coordination and mutual oversight with procuratorial organs, maximizing the advantages of China's socialist judicial system and working together to ensure that people feel fairness and justice in each judicial case.
While joining fellow NPC deputies in their deliberations of the SPC’s work report, Zhang noted that their feedback would help courts clarify priorities for advancing high-quality judicial work and would be studied and incorporated into judicial practice. Over the past year, courts have faithfully fulfilled their constitutional and legal duties, contributing to the building of a higher-level Peaceful China that is under the rule of law, according to Zhang.
Zhang highlighted that the progress achieved by courts would have been impossible without the institutional guidance and the supervision and support of people’s congresses and their deputies at all levels. He urged courts at all levels to firmly uphold the Party’s leadership, serve the overall needs of national development and public security, promote high-quality development, and strengthen judicial protection of people’s livelihoods while ensuring that judicial services effectively support both the broader agenda and the public.
Efforts should also be made to deepen judicial reform, improve fair and accountable judicial systems, regulate the exercise of judicial powers, and accelerate digital court development, with an eye to enhancing quality, efficiency, and effectiveness of judicial services, he said. By establishing and practicing a sound view of governance performance, encouraging responsibility and initiative, and strengthening capabilities, Zhang called on courts to provide robust judicial support for a good start to the 15th Five-Year Plan (2026-30).
