Zhang Jun emphasizes full implementation of whole-process people’s democracy in judicial work

Zhang Jun, president of the Supreme People’s Court and a deputy to the National People’s Congress (NPC), expressed his full support for the work report of the NPC Standing Committee while participating in a deliberation with the Henan delegation at the fourth session of the 14th NPC on March 9.

Zhang noted that the report demonstrates a people-centered approach, reflects the NPC Standing Committee’s steadfast performance of its duties, and showcases the vivid practice of whole-process people’s democracy. 

He said the report comprehensively summarizes last year’s work in an objective manner and outlines clear priorities and tasks for the current year — highlighting the institutional advantages, adherence to people-centered stance, promotion of the rule of law, and efforts to pool strengths to advance national development.

Zhang emphasized that the people’s congress system has proven to be highly effective and resilient, and that the work of the NPC on all aspects is deeply rooted in the will and interests of the people. 

Over the past year, the NPC Standing Committee has fulfilled its duties in accordance with the law, strengthened the implementation of the Constitution and compliance oversight, advanced legislation in key, emerging, and foreign-related fields, and carried out appropriate, effective and lawful supervision in line with public expectations, Zhang noted. 

These efforts have played a unique role in supporting high-quality economic and social development and advancing the rule of law in China, he said.

“Courts around the country always uphold a people-centered approach and practice whole-process people’s democracy across all aspects of adjudication and enforcement,” Zhang said. 

He noted that the achievements of courts would not have been possible without the strong supervision and support of the NPC, its Standing Committee, and deputies to people’s congresses at all levels. 

Zhang mentioned the special report on maritime adjudication he delivered to the NPC Standing Committee in October 2025, which had significantly strengthened the maritime judicial capacity.

Zhang stressed that courts must always uphold the Party’s leadership, the people-centered approach and the rule of law, and uphold, refine and ensure the effective functioning of the people’s congress system. 

Courts should faithfully perform the duties entrusted by the Constitution and laws, and consciously accept supervision from people’s congresses and their deputies at all levels, he said. 

Zhang urged courts to report on their work proactively, respond effectively to deputies’ suggestions, seek their views on judicial interpretations and normative documents, and invite deputies to visit courts, participate in inspections, observe mediations and witness judgment enforcement. 

By relying on such supervision, courts would continuously improve their work and enhance the capacity to perform their functions, so as to support a solid start to the 15th Five-Year Plan (2026-30), as well as contribute to the building of a strong country on all fronts and national rejuvenation, he said.
